If heard that the rules are available as a pdf…from whom?
I have also heard there is a version 2 now but there is disagreement over whether or not it is an improvement.

You can email the author directly and buy a PDF copy via Paypal from him. His contact info is in the description to a recent rule review video from Little Wars TV. At $8 USD or $10 USD for the rules, it's a good value for a fast-play system.

The newer, second edition has more optional rules available. And by "newer," I mean it's still from 2005! Link to the video and contact info below:

Great set of rules. We just played a pick up game last Thursday- about 1000 ecus per side. We adapted to include undead, good fun. I use either 28mm plastic and 15mm.

Good purchase.
