In what percentage of your scenarios were the forces have "rules of war" do the different sides have substantially different definitions of what is and is not permissible?

For example, a building where one force is forbidden from attacking or using it as a defensive point, but another is not.

For us, it's probably 75% of the time.

If we're going to play a game where "rules of war" have substantive effects on the play of the game, the additional effort of asymmetry in those "rules" has such a high payoff in terms of tactical and operational challenge, for a marginal increase in effort.

The only way I've used such rules, is in set-up areas: thou shalt deploy behind this line, only. Aside from that, I haven't. Cheers!
