I am looking for some 28 mm unsaddled horses and ponies for my Plains War scenarios. I want to represent Native America herds and these would be for an objective.

ebob miniatures have some that are 14 hands and some that are 12 hands under their "licensed products" range that have no furniture. There are two of each size that come as interchangeable halves, so you could have 4 different of each size.

I just realized that you're paying for the license on these, not the individual horses, so they are probably a good deal more than you want to spend. Sorry to get your hopes up.

Eureka has horses both running and standing

I bought some plastic horse sprues that worked well enough to suit me for the same purposes. Admittedly they do not look like they descended from the Spanish Barb like true Plains Indians horses.

I thought they were from Warlord Games, but I cannot find them on a search.

They were much cheaper than the ones from Eureka, but those would work.

I bought a bunch of the Wargames Factory ones that Warlord Games acquired. They had a sprue sale of them dirt cheap so I bought a bunch, but sadly I don't see them on the Warlord site anymore

I also loaded up on the sprues. I have plenty and can trade or sell you some. PM me here.

Actually those Eureka models are perfect. Thanks.
