Why do the arty. units which do not have a tactical movement distance listed have a moving ROF of 1? If they move by making a dash they cannot fire, so it seems that their moving ROF should be zero. This seems like a mistake in the rules. What are you doing about this in your games? Thanks.

It's the pinned ROF. Page 64 of the rule book.

"A pinned down infantry, gun, or unarmoured tank team shoots using its moving rate of fire".

Guns still can't move and fire. It's just a quick reference thing for the cards.

Also, if they need to rotate in the movement phase because the enemy is outside the front firing arc, that counts as movement.

Some guns are not forward firing (25pdr, 88) and have a 360 arc of fire, but most are not.
