Battle Honors (Honours?) are true 25mms.

I think Old Glory 25s stocks them.

Old Glory 15s carries them. No pictures but a very extensive and high quality line.

The older Berlin or Bust range from West Wind. Their 'swappable heads' packs are the newer ones which match better with other 28mm lines.

Battle Honors (at Old Glory 15s), I believe is variable, their earlier sculpts are 25mm, but with internal scale creep later ones stretch up to 28mm to 31mm even. HMGs and Mortar teams tend to be 28mm. Google-fu and digging on specific packs is needed.

aren't "true 25mm" miniatures 1/72?

I think Perry ww2 stuff would fit the bill, everyone was agast at how "small" the 8th army figures appeard, they work well with their small but excellent range available through wargames foundry.

the figures I'd avoid using together are the Chiltern monsters, everything else pretty well works together ok, some sculpts seem to be more upright than others.

I have always thought that 1/72 was closer to 20mm. My "true" 25mm figures do not match with Airfix 1/72

Yes, I use 20mm and 1/72 together.

n.b. Perry WW2 plastics are smaller than Perry WW2 metals. I have some of the metals and they are on the small side but mix well enough with the wide assortment of 28mm minis that I have. But I recently got some extra plastic heads from their 8th army and they are much tinier; I think I can only use them for head swaps on drivers that will be inside trucks.
