What is the purpose of the crenellations with no walkway behind the walls?

Maybe to give the impression that there is a walkway? :)

And, every once in a while, they'll use a pole-mounted cutout of a soldier and make it look as though it is walking in that walkway.

Cost. It would've been expensive to make a complete wall with a wall walk so quite often a single skin curtain wall would be made and a timber construction could be put behind it in times of need.
