Model Railroad figures are all that I know would have them HO/O perhaps N Preiser is one of the larger but not only manufacturer of pre-painted figures |

There is Rita Young from the Arkham investigators range by FFG: link She is in stock, and costs $4 USD painted, direct from Fantasy Flight. |

I'd use 1/76 model railway figures, everything you want is available and can be bought ready painted. The only thing I've not seen is cyclists dismounting but you can probably get figures standing holding their bikes. Have a look at the ranges made by Prieser and Noch. |
