Foundry does British, French and Germans.

yeah the Foundry ones are much smaller than most modern ranges of 28s.

Irregular Miniatures are older and generally are 25mm

Woodbine are nearer 25 than 28mm. Lovely figures.

2nd OG late war, a bit lorger than true 25mm but not large 28mm either.

Old Glory and Wargames Foundry are smaller than 28mm. I've got some OG early War Belgians and they are smaller than Great War Miniatures range.

Battle Honors have quire a decent range in true 25mm.

I have some of the Battle Honours 25mm WW1 British. They are all early war in soft hats, not helmets. They figures are fairly close to "true" 25mm. In the US, they are handled by 19th Century Miniatures: link
