Can someone explain the process of mounting and discounting a artillery piece in bolt action rules? What negatives are imposed, can it dismount and then fire and so forth??

Spell checker snafu. Discounting is dismounting.

p.95 Light and Medium pieces can be manhandled by their crew with a Run order for 6".

Dis/mounting generally follows the same rules for weapons as for infantry.

p.117 Dismounting (unlimbering) a towed weapon also takes a Run order, so no shooting on that turn.
