Back when it was mostly Brad and Sylvia cleaning out the garage, I did.
Now that it's just another store I don't bother. How can a negative review affect someone with over 1000 sales in the last year?
I just use it now to see who has the cheapest FoW Indian Pattern carriers. Which just came yesterday.
If I buy a book on Amazon, am I supposed to comment on how it arrived with no pages missing?

Yeah, I do. I'm not a store, and neither are most of the people that I buy from. But Even if they are, I dont find that reason to be a dick to them.

I don't buy from sellers unless they have 100% positive feedback.

Not getting feedback is one reason why I avoid selling on Ebay. Is it really hard to leave feedback?

As a buyer I nearly always leave feedback. As a seller, not until buyer feedback left as I want to be sure that everything to their satisfaction before committing my feedback.

I leave book reviews consistently on Amazon, and delivery reviews mostly when pestered. This gets worse when they want an immediate review of a product I bought to prevent a problem. The honest answer is "in six months or a year I'll have an idea whether this product works" but they want an answer right now.

Worth noting that the Amazon system is rigged to produce favorable reviews of suppliers. If a company took weeks to ship a product less than 100 miles, then shipped the wrong product, as long as they eventually refund your money, Amazon says you have no valid complaint. I watch out for one bookstore in particular. The books always arrive at the outer limit of the estimated delivery, but never completely outside the window. They ship paperbacks when they promise hardcovers, the wrong title, or no book at all. But since they refund the money or send out another copy, I can't make a bad review stick to them. It takes all the fun out of writing favorable reviews when you know they're the only kind allowed.

Yes I do and I found out that some of the stores care about their feedback. I marked a neutral response instead of positive and the store blocked me from buying from him(never asked me why I did it). Got it corrected and haven't ordered anything from them since.

NOPE. Why should I feel obligated to leave feedback when I did you the favor of buying your stuff and paying you on time? The fact that I bought your stuff is all the feedback that you should need.

The whole feedback system is meaningless because everyone feels an obligation to give 100% good feedback. So what good is the feedback if only good feedback is given?

Likewise, why should a seller get penalized for having 90-99% positive feedback rather than 100% positive?

I find it appalling that a seller would block a customer from making another purchase because the latter gave the former neutral feedback.

I'm currently awaiting an item that I bought on eBay and the seller waited a week before shipping it to me via economy shipping, which is slow to begin with. Does this seller deserve high approval ratings for his high cost and slow delivery? No. But if the product arrives well packaged and undamaged then I guess that I can live with the shipping issues. If my slightly less than positive review is going to ruin the seller's business but I'm happy with the product then I'd rather not leave any feedback at all.

Yes, I do. But here is my philosophy on how I go about it. As the seller, I give feedback immediately when the buyer has issued payment. I do this because the only obligation the buyer has is to issue payment in a timely manner. The major responsibility for a smooth transaction is on the seller.
As the buyer, I do not issue feedback until the item is in hand and has been inspected. If I have not received a feedback update from the seller at that point, I contact them. If all was good, I let them know that and that I will reciprocate when feedback is received.
