I use 25mm Square Bases (Litko) – 3mm height. Most 40's have small metal bases roughly equivalent to 28mm figures.

When I started my project using MSC figures I considered using 20mm bases: the figures fit – but just, with no real room for terrain around the figure.

I think the 25mm Squares provides greater stability and allow for more scenic area around the figures.

I use Muskets and Tomahawks for rules.
25mm Square Bases for troops that can form Firing Line
25mm Round Bases for troops that cannot form Firing Line

I think that I'll use 30mm dia. steel washers to lower their center of gravity and this will also work well if I later line the bottom of my box with magnetic sheet.
