D&D 4th edition is the most attuned to using miniatures, though most everyone believes 3rd edition essentially requires them. The other D&D versions are enhanced by use of miniatures, but are not truly necessary under the way the combat rules work.
Savage Worlds is a great game with miniatures, and my understanding is that the rpg developed out of a skirmish set. "Savage Showdown" is the skirmish rules and they are great—and probably 75% of the rpg rules anyway.
Otherwise I second GURPS as a good one with miniatures, though you really only need minis if using the more advanced combat rules.
2e BattleSystem Skirmish: thin veneer of RPG over the top of a fun skirmish miniatures game. Based on 2e AD&D rules. Combat is very fast: a 15th Level Fighter has around 15 Hits; each successful combat Hit, causes 1 Hit off the figure -- a 15th Level Fighter will get around two attacks, per round. It really was the first serious attempt by TSR to create a marriage between mini's and AD&D, IMO. Cheers!
