No, the project has been abandoned. You should probably check out Pendraken's forums to get all the details.

The first post in the thread titled BKC update April 2018 states that they are abandoning it and going to BKCIV. It also explains what will be done for those who purchased BKCIII

Thanks for the link. I had went looking for it first, but didn't spell "Pendraken" correctly…

As of April 2018, it says "So, the end result, and the bad news, is that BKC-III is dead. … And so we move on to the good news. We've spoken to the group and they're happy to work with us to create BKC-IV. … For everyone who bought a copy of BKC-III, nothing has changed as regards our promise to you. Everyone who has BKC-III will automatically get a copy of BKC-IV, whether it's a physical book or a pdf. We'll also see what else we can do to thank you for your patience throughout this process. However, if anyone doesn't want to wait any further then we will refund your original purchase, no problem."

That was the consensus of most players based on the feedback in the Pendraken forum and the attempt to fix BKCIII. The initial plan for BKCIII was a minor adjustment to clarify rules, fix any errors, and add missing items. However, the person chosen to head the project took a different approach, changing many rules and adding additional attributes. This resulted in significant changes, conflicting attributes, and odd rules.

Ah, good thing I missed all that and happily gaming with BKCII.
