I am thinking of a near future sci-fi league for several people, where they could build their own gang and fight battles for various "turf".

Some inspiration in Bladerunner, the old Gangs of Mega-City 1 [MP], Necromunda.

I very much like Allessio Cavatore's Terminator rules, also.

my ideal choice would be to have an ongoing campaign where you build up your gang, fight rivals, but periodically the cops may be called if the "rules" get broken [if not always when the law gets broken!].

Any thoughts on the best set of rules for this?

I have old GMC1, new Judge Dredd Miniatures Book [unread], Chain Reaction, probably a few others I forget!

Has there ever been a Bladerunner RPG?

It sounds like you are describing Gangs of Mega City One. With that said, Chain Reaction is an outstanding set of rules.

The Chain Reaction system is free, and if you like it you can get one of the 5150 Lite RPG tabletop skirmish games.

1. 5150 Back Alley Bright Lights, and 5150 Urban Renewal are your scifi city gaming focused rules.

2. 5150 New Hope City PI gives you your Bladerunner/noir detective fix

3. 5150 Fringe Space adds your Firefly fix

4. 5150 Star Marine gives you your zero-G space combat, xenos and such for anything from Aliens to The Expanse

Currently working on a 5150 project, I should post my progress here. Painting up a box of the Gangs of Mega-City figures right now.

Chain Reaction just gives you a taste of the game mechanics, but not the flavor of Sci Fi. Download the new Free Rules as they include 2d6 scif if as well.
