Try upholstery tacks. Same size as thumbtacks and embossed with interesting designs. |

Another possible source are those round plastic pull tabs from half gallons of milk. And you can save the grab rings for casualty markers! |

Fireforge plastic Mongol cavalry/Steppe Warriors have similiar shield although they are heavily patterned and might strictly speaking be too "deep". link |

I am not aware of anyone selling plastic shields separately. Wargames Foundry has them in metal. Essex also sells a small round shield with five raised bosses. |
