Try upholstery tacks. Same size as thumbtacks and embossed with interesting designs.

Another possible source are those round plastic pull tabs from half gallons of milk.

And you can save the grab rings for casualty markers!

Fireforge plastic Mongol cavalry/Steppe Warriors have similiar shield although they are heavily patterned and might strictly speaking be too "deep".

I am not aware of anyone selling plastic shields separately. Wargames Foundry has them in metal. Essex also sells a small round shield with five raised bosses.
