I'm soloing through my first game of Sharp Practice and let's say that "mistakes have been made." But here's a question I can't solve. Line infantry is firing at skirmishers. I thought somewhere in the rules, that due to their open formation, the skirmishers are treated as being in light cover (ie. harder to hit). Did I dream that up, because I can't find it now. Or is there another rule that would impact this situation.

Off the top of my head I think its, "They are treated as being one level higher of cover."

Yes, skirmishers count as being in one level of cover better than they actually are.

Page 47 of Rules: :"Effect of Hits 
Roll for each hit on the following table 
depending on the target Unit's cover. All 
Skirmish Troops and artillery crew count as 
one level of cover better than they are in. 
Most troops can never be in better than hard 
cover.  However, Light Infantry in hard cover 
ignore the first kill in any round of fire to 
reflect their better training."
