"Strategy is nothing more and nothing less than the plan, method and means that links actions with objectives. With respect to the use of military force it is the bridge connecting national goals with tactical operations. Military strategy has evolved with time, circumstance and with the influence of key ‘strategists' from Sun Zi to Clausewitz and beyond. Throughout the long history of military thought strategy has rarely been linked to a single war-fighting concept or weapon system, and where this has been the case, it has been with disappointing outcomes. Alfred Thayer Mahan's ideas on the primacy of ‘blue water' naval power and perhaps J F C Fuller's infatuation with armour at the expense of all other combat arms in the interwar period are two cases in point. Despite the cautionary lessons these strategists represent, one equally narrow strategic conception has endured to the
present day. From its embryonic application in World War I, the idea of ‘strategic bombing' has been linked inextricably with the role of military aviation and at the
forefront of airpower theory…."
