Lionel are technically 1/48 scale but have outsized features. So, no, they are not. The closest model train scale would be S Scale (1/64).

Bolt Action is 1/56. Lionel is O Scale or 1/48 or O Gauge (older stuff) and slightly smaller in size than O Scale. Some folks play Bolt Action with 1/48 die cast vehicles and seem fine with it.

O Scale trains, and especially the track gauge, look gigantic next to 28mm figures.

S Scale works much better. I got some nice flex-track from EBay. Some American Flyer equipment (especially flat-beds and gondolas) don't look too out of place for Europe.

Old O27 stuff wouldn't be too out of scale, but the current stuff, as noted, is 1/48.

Bachmann On30 trains look good with 28mm, to my eye. The biggest issue is that the trains have a distinct western look, so the scale is right for Bolt Action, but the look is old west gunfight.

S Scale is the way to go. You can Also get S Spur from Germany Ebay . European style trains and coaches. Just type in "Stadtilm Spur S" or just "spur S"
