Landmines have specific circumstances where they are effective. Countries without those circumstances signed the treaty to ban them. Countries with those circumstances refused to sign the treaty.

The war in Korea never ended. For half a century the US has used land mines on the DMZ as a deterrence to protect South Korea from invasion. Both Republican and Democrat administrations have been in agreement on this issue in refusing to sign the treaty. Signing the treaty, which we would honor, would put us at a military disadvantage against North Korea which has signed the treaty, but I doubt they even honor it.

Even those of us up in the clouds eventually come down to ground. I remember being told not to walk in the grass, but stay on the pavement at one location in the former Yugoslavia I flew into because of the possibility of land mines.
