Which was a bigger surprise: George Washington stepping down after two terms, or John Adams peacefully stepping down after losing reelection?

Neither was a big surprise to most Americans. Washington had already said he would only serve two terms (and had previously turned down an offer of a crown). Adams had been brought up in the tradition of New England local elections.

I'm sure both were a bit of a shock to many Europeans.

Why would it be a shock to others ? In Britain members of Parliament have peacefully stepped down after losing an election many times in the past . Regents have stepped down peacefully after the King reached an age of Majority .

I think the part you are missing is the talk about a civil war if Adams DIDNT step down . I think that would have been more shocking to others .
