Played FFT3 today. Had Crusader CS roll 2 hits at effective range vs. PZIIIH. The CS penatration is 4HE vs. 4 armor. Can the CS in these rules attack a PZIIIH? If yes how do you calculate number of dice to roll for damage?

If your weapon has a penetration value, then you can potentially attack an armoured target, so, yes the Crusader CS platoon can attack the Pz III platoon.

HE attacks are calculated the same way as any other anti tank attack. It is an HE class weapon so no penetration modifiers for range.

So Pen – Armour, in this case 1 die is rolled without modifiers for each hit (0 or +1 net penetration gives you one die).

Minimum of one die (per hit). If your Pen is LESS than the armor die roll is at -1 per point less. So at 3 less you can't score a kill only a QC.

I might be slightly off in the details.
