I normally base on vinyl floor tiles. However I've just looked at my 2mm H&M and found the PVA for the flock has caused them to curve as it contracted while drying. This isn't a problem for 10mm+ as the weight holds it down.

Any ideas? I'm wary of MDF as it would be the same height at the blocks!

To expand on Extra Crispy:
Half inch wide steel strapping is used to band hacks of lumber/plywood and cubes of bricks. I think I remember seeing it used to hold together wooden crates of melons at some grocery stores. Ask if you can get some of the scraps at construction sites, lumber yards, brickyards, or go dumpster (bin) diving behind the super market with a pair of tin snips. Carry away a whole lot of two or three foot (one meter) pieces.
You now can cut bases of half inch depth by three quarter to one inch frontage for 2-3-6mm infantry and half inch frontage by as necessary depth for 2-3 mm vehicles and artillery. Tip the corners up (and hide that with landscaping) for something to grab so that you're not trying to lift your troops by their necks. Store it all on magnetic sheets, separated by enough room to get your fingers in between to pick up one stand.

I'm surprised that PVA has caused warping on vinyl tiles but I can assure you that the weight of 10mm figures would not be enough to prevent it happening. The forces involved in warping can be pretty strong and a few figures won't prevent it, no matter their size.

Using mount board is feasible but you should avoid a continuous coat of PVA – dab it into small pools; flock those; dry; dab in the spaces & dry. With care you should avoid warping.

I used card similar to mount board but more dense (it is actually a specialist photo mount board that I can no longer get) and backed with magnetic sheet. I flocked the whole base at once and left the base on a flat metal sheet to dry. The magnet stopped the warping forces bending the sheet so it dried flat.

The problem is that you may not want such thick bases – for me a base thinner than 2mm is useless as you can't get hold of it. Fine if you have 15mm figures and don't mind people picking them up by the figures but that isn't feasible with 2mm, not enough figure to get hold of.

I mount all my 2mm stuff on artists mount board, then PVA'd and flocked like everything else.

No warping that I can detect.

I have 2mm armies from Gildas based on card with magnetic backing. No warping.

I have also based on the 0.8mm plywood from Litko without warping, but such thin bases are difficult to pick up.
