Does anyone have the original 2003-04 rules?

I have the 1st edition hardcover for sale if you're interested. Also have a copy of the German Army Book.

I found something they put out called U.S.S.R Ultra Simpke Skirmish Rules. Does anyone remember these? Perhaps 2004 or earlier?

That was before Warlord Games were involved. So those rules are nothing to do with the current Bolt Action rules.

Yes, I remember and have a copy of USSR.
