Several of the Clash of Arms games work well for this. The Great Invasion (Gettysburg), Mississippi Fortress (Vicksburg) are a good start |

"Army of the Heartland" by COA Games if you're looking for a campaign dealing with the early years of the AoT '61 to '63 is excellent. |

Look at the Columbia Games set. They have semi-hidden movement, and simple unit strengths so they work especially well for campaigns. I'm working on a Dragon Rampant campaign using their Wizard Kings game which uses many similar mechanics. |

My son and I have used Grand Army of the Republic to simulate the entire war. It is on the order of an Axis and Allies platform, using area movement. We worked up our own rules to make the transfer from map to tabletop, and to generate battlefields; it was immensely satisfying. |
