Would anyone know if Prussian (and allied German) Jaeger shakos were worn with a cover for bad weather? Thanks.

I have never seen or heard mentioned covers for headgear for the German armies of 1870, Prussians included. I believe covers only came in at the beginning of the 20th Century with the introduction of field gray uniforms. They were definitely in for 1914. So for 1870 I would keep them 'shiny'.

Prussians were wearing then in the Napoleonic wars.

As did most armies. However, by 1870, this practice seemed to have been dropped.
