What scale would you play these in? If not, then what rules would you use to play fantasy air combat? What scale minis would you use, and what minis? If you would only use fliers for CAS in a ground war game, what minis are available?

Hmm. I wonder if the boarding action would be worth trying in 10mm, or even 6mm.

Looks like the rules, as written, allow movement speeds of 2-16 inches per turn. Weapon ranges in the 1-6 inch range. I'm thinking you might want to draw up some generic tokens and play around with the rules to see how they feel.
