Does anyone know who might make 15mm Swedish SYW flags…or even larger sizes I could reduce?

A good start is the Kronoskaf wiki. link

Drop into each unit and you will get flags that will either be the 7yw or close enough. As an example, the Swedish Provincial "Indelta" Regiment Vaesterbottens link has both a Liffana (Colonel's flag) and a Kompanifana (Company flag).

Apart from their Austrian cavalry flags being too large, I've found the quality of the rest of Cadogan's range to be very good.

Slightly earlier than SYW I know, but my "Colours & Standards of the War of the Austrian Succession; VII Russian & Swedish Cavalry and Infantry,1742-48" includes a number of 25mm flags for wargames use.
