I'm trying to track down who manufactured this miniature and perhaps if I could still obtain them to fill out a unit.

I think it is an Old Glory Gallowglass, maybe from their Wars of the Roses range.

Why though has no body cleaned the flash at the end of the scabbard?

That's actually not "flash" -- that is
a vent line purposely cut into the mold for the metal to flow. Easily removed.
