There are a number of new packs in the massive WW2 Russian Peter Pig Russian range. You might consider the commissars pack?

FOW pack SU881 is NKVD with Leaders and Mmg's but you could use any soviet HQ and extra troops to represent them – just paint the trousers an appropriate shade of blue.

Oddly enough the Eureka WW1 Bulgarians make excellent NKVD/Border troops. All are in cap and boots with a quite nice maxim gun set. Mixes very well with my BF Russian inf. Regards Alan

Awesome I will try that out. I am just trying to find some variety in my endless hordes of Russians. Figure I will fudge some historical accuracy for an interesting look force and have them all in garrison covers instead of helmets. I will chalk it up to a blocking detachment that was caught off guard.
