My normal method of basing is to build the elevation the way I want, then apply an even, thin coat of Modge Podge, and put on the base (sand, talus, flock, whatever). However, this isn't working for snow. I've tried Woodland Senics and Army Painter, and get the sale result: it goes on looking like powdery snow, but then dissolves. I've tried white sand underneath, but that didn't help. The effect ends up looking like a thin layer of frost. I've actually used the effect to make it look like the grass tufts have frost on them, and it looks good. What is the trick to getting fluffy-looking snow? And do you put any sealant over it when you finish?

I mix baking soda, water, and pva glue. This mix gets spread over the base. This yellows over time, so I paint it white (with a little glitter paint for sparkle.) It has a nice texture:

I use 2-3 applications of white glue and Woodland Scenics snow. First set is sort of thin, but by the second it looks like snow, I do a third if I think it needs it or if I want deeper snow.
