The racing cars are prepainted, but you can shake a lot of details with your own paint. Of course it is also about imitating the famous used look of the Star Wars universe. Jamie Davis wrote a set of rules, called Future Race, which provides a tremendous experience running pod races with the micro machines. They are still available from his Web page, I believe. Working from my phone, but you can easily find them with Google or Bing.

Who makes those buildings and what scale are they?

I have made a set of rules fro these models using the X-Wing game maneuver templates and dice. It is pretty simple and allows for fast movement (you can combine up to 3 templates in series for a single move). If there is any interest I can share a link.
