Take a look at David Manley's Lord of the Seas rules. An interesting approach to medieval naval gaming. Something for large battles like Sluys, and something that is more ship to ship. Probably need a few more than 20 ships.

Did anyone ever use the Cogs Battles rules that were published in Military Modelling sometime around 1981?

There were some interesting raids on the English Channel ports during the 100 Years War. There is also the Baltic during the days of the Hanseatic League. I can't remember any particular
events but there must have been.

Battles of Winchelsea and La Rochelle. Battles in the Seine estuary during Henry V's invasion of Normandy 1417-18. Always a possible attack on the Bordeaux wine fleet.

There are several naval conflicts in the late 15th century, during the Burgundian war of succession. Not sure wether any qualify as major sea battles, though.
