What scale? O scale train and 28mm figs?

I've a couple of these trains, picked up at the railway museum at York. I've also seen the engines on their own in ASDA occasionally. I'm planning on doing the same thing to go with my Perry Sudan figs. Train claims to be 1:55 scale.
