"While the dedicated efforts of the multinational forces have greatly reduced incidents of piracy around Somalia and the Strait of Malacca, pirate activity has intensified in the Sulu Sea, with 62 kidnappings in 15 different incidents in 2016. While steps are being taken to defeat the pirates, more must be done to ensure a lasting solution. For their anti-piracy efforts to be sustainable and truly effective, international forces need to attack piracy in the Sulu Sea at its root cause – the Abu Sayyaf group based in the Philippines – and enlist the support of other countries whose ships are at risk.

Pirates may think twice about attacking cargo ships if there is a greater risk of discovery and retaliation, but a strong naval presence by itself does not change their behavior. Most do not automatically begin to conduct legitimate business as an alternative to piracy. Instead, they will engage in other criminal activities and turn back to the sea if counter-piracy efforts wane. All pirates embark ships that are moored to land, thus to eradicate piracy at its core, countries that are hosting these criminal organizations must combat them on land as well as at sea.

The culprit behind most of the kidnappings in the Sulu Sea is Abu Sayyaf, the Jihadist terror group based in the Philippines. The group is most certainly not your small-time piracy ring. It carried out a bombing in 2004 that killed over 100 people and has survived heavy losses for years despite operations by the Philippines, with U.S. support, against the group…"

The British did a pretty good job of wiping out piracy in the 18th Century.

Their tactics should be reinstated again.
