Right now I am learning CY6 but do not think that it is can handle the above load, except with expert players. I would like something that would handle sizable Pacific naval carrier strikes at two levels: one for primarily an air fight with perhaps bombing of some ships to give an objective, and second for one that is a dual naval and air game.

Others? I'm not sure I like the card deck approach as there are some reality suspension problems and I wonder if with 8 players AND a sequential move method, players might be sitting with their thumb up waiting to move. Disclaimer- I haven't tried the rules so maybe that isn't an issue.

General Quarters II had a new squadron level combat system and included attacking ships and carriers.

The Blue Sky series could easily handle that many planes per player (we've done as many as 12 per player, though more usually it's 4 to 6).

Blue Sky series. I've run many games using 100 or so
aircraft PER SIDE when doing Pacific carrier versus
carrier.

Okay, it looks like Blue Sky should be the vehicle. Is it right that Luffwaffe '46 is built on the same engine and is an alternative to Blue Sky?

Bag the Hun would have been my choice, but I've played CY6 only a couple of times at conventions with two planes, and I'd say that in a fairly small overall game like you're describing, I'd already be ready to take on 4 planes without being anywhere near an expert.

An 8 player game with 4 planes per player would be nuts, but 8-16 planes on the table seems reasonable.

CY6 is not that difficult to run more than 2 planes, especially bombers. I suggest giving it a go 1st before switching to using different rule sets.

You could try Lacquered Coffins, I've been told it has similarities to CY6, but with most of the crunch stripped out – its made to be simple but still accurate.
LC easily handles up to 20 aircraft per side, its quick and deadly and good for new players too.
