I'm thinking of organizing a small 20th century Imagi-Nations campaign. Maybe 6 or 8 players. Rather than reinvent the wheel I am hoping to find a boardgame to use as a shell for the strategic/operational part of the game. The map I will take care of but I'm looking for a strategic game with some sort of supply and production system. I want, for example, players to conquer "resources" that they can spend on new troops/kit. The old "Third Reich" game had that – you conquered areas worth points and each turn could buy new units with those points. But I want something maybe one level below Third Reich. Any games out there you know of that will fit the bill? |

Victory By Any Means could probably be stripped down to that, ignoring the spaceships and just using land forces, maybe building your map with a VBAM-style overlay. The Fire As She Bears age of sail variant for the previous edition of VBAM did this, as an e.g. |

Empires in Arms is Napoleonic, but should be easy enough to adapt and has a number of features that make for a much better campaign experience. |

Glad you like the game, David, but I don't think it has resource and production rules. Not to mention that combat is sporadic, only during coup attempts. |

2 different ones come to mind – Diplomacy at a really high level – or some of the desert war ones that deal with supply chain – like Rommel in the desert |
