MOAB is definitely not the answer.

Cluster munitions would be much more effective.

But, honestly, massive food drops in conjunction with offers of asylum would probably break the North Korean Army faster than anything.

The article identifies the vehicles as artillery, except in a photo caption that identifies them as tanks. But ckearly SPGs in the closer pictures. With 300 of them firing into the ocean, it certainly does look as if they are trying to repel Godzilla.
