If i painted over the top of the pvc might that work? as ive also got to put ballast down , seems otherwise a lot of super glue?

Well I can stick almost anything (big and non-delicate) with hot glue so yes!

I don't think paint is goinf tohelp on the PVA front. When I've used it I treat it as styrene (so no PVA) but styrene that I can't stick with styrene cement (as it doesn't disolve with that). So epoxy and cyano but hot clue as well for bigger stuff.

I think contact adhesive should work as well but I haven't tried it.

I want the foam sheets of the stuff that butcher's meat trays are made of. I've looked on and off for years without success.

Home Depot, Lowe's and other DIY stores sell insulation that may fit your need. This type is NOT the crumbly Styrofoam usually found, but dense, and may be pink or blue colored, but it paints up fine with water-based paint.

It comes in several thicknesses, if I recall 1/4-inch to 2-inches…but beware…the actual thickness is less than advertised (it's a like a 2x4, neither 2 nor 4 inches, but a bit less). I purchased mine at Home Depot. It comes in about 2 foot by 4 foot or 2 foot by 8 foot lengths. The thinner sheets can be cut with a knife, but the 2-inch sheets are better cut with a hand-held jigsaw.

I've not tried to glue model RR tracks to it.
