China needs to prepare for refugees flooding across its borders in the event of a preemptive strike as well as any possible escalation between the two Koreas, that's all.

That's a 150,000-man wall to keep out starving refugees. Also, a force to draw from for oversight and occupational duties in the new frontier. Lots of acreage and a double coast with lots of beachfront property.
