I had no problem. The pdf just opened in the web browser. Typically though if you hover over a link BEFORE clicking it, you will see the full link and you can see "pdf" in the link:
"___https://www.era.lib.ed.ac.uk/bitstream/handle/1842/6689/Prior2013.pdf?sequence=1___"

I am sure there is a setting to in your browser that does not automatically download a pdf. Chrome or Firefox browser is what I recommend to have more easy control of these things.

BUT you are right, a courtesy to mention that something is a pdf is not unreasonable. : )

I access TMP via Firefox. Maybe it's the fact that I'm on my phone.
