I wish to acquire a ruleset for Gothic horror gaming at the squad level. I have Rippers: The Horror Wars, and the free rules Necropolis, but what is commonly used, and most popular? Chaos in Carpathia is raved about on the Lead Adventure Forums, but what is the best investment? Being the best is not required, but being something I can get other people to play is.

IHMN is not really my cup of tea, but it's certainly popular.

My heroic skirmish ruleset of choice is Pulp Alley. They're fast and fun: the rules are straightforward so you can focus on the action. They're really flexible – we've played classic pulp, sci fi, medieval. I'm sure I've seen them used for gothic horror. You design your own characters, so there's plenty of opportunity to tailor them to a specific setting.

If you went for the rules, the Pulp Leagues supplement gives lots of extra character abilities and a few rules mods that would give even more flavour to your games.

Astounding tales is a fun set of rules that covers just about anything you could want. Its easy to add anything you like.

I very much like ripper wars what you've already mentioned. I think it has good creatures etc.
