I have a BTH2 game in the pipeline involving a bombing mission against an Axis motor transport convoy by Blenheims in December 1941. I needed some targets to blow up, so scratch built a prototype. It was quick and simple to do, so I thought I'd post a photo:

If you are looking for cheap ground targets I would suggest Irregular Miniatures 2mm range. I have used both their 2mm and 6mm stuff for targets for my Wings Of Glory projects.
