My Colonials are on 1" circles, would these work with the Congo rules?

Page 16 in the Congo rules specifies 25mm circular bases for 28mm figures so yes.

The line of sight rules also require figures on 25mm bases.

Everyone I know uses UK 2p pieces.

Regardless of what the rules say the game would work fine with whatever bases you wished to use. they do not affect the game in any way.

That's exactly the right size. Bases that are too small or too large would effect the game slightly, because a figure's base size is included in its movement distance.
