Page 16 in the Congo rules specifies 25mm circular bases for 28mm figures so yes. The line of sight rules also require figures on 25mm bases. Everyone I know uses UK 2p pieces. |

Regardless of what the rules say the game would work fine with whatever bases you wished to use. they do not affect the game in any way. |

That's exactly the right size. Bases that are too small or too large would effect the game slightly, because a figure's base size is included in its movement distance. |
