Saw this on a Facebook group called "TheTerrainTutor's Terrainiacs" and thought to share it here. It's a very cheap and easy way to make cobblestone terrain – heavy textured paper. http://www.hobbylobby.com/Scrapbook-Paper-Crafts/Paper-Cardstock/Printed-Paper-Single-Sheets/Champagne-Bubbles-Textured-Scrapbook-Paper---12-x-12/p/80777960 https://www.michaels.com/pink-bubble-embossed-paper-by-recollections/10316609.html I bought the stuff from Hobby Lobby and it works great. Easy to glue with white glue/PVA or spray adhesive. It takes paint great – I used latex wall paint on it and no problems at all.
