You could probably do something similar with GIMP. Grab a suitable background image on one layer, grid on another, add planets on a third and slap the UI stuff on another. If you can find donor images and textures, should be fairly straightforward to create and even update if using it for a campaign.

You can get massively high resolution images from nasa.gov
