Many gamers, especially at cons and local game days, ask if they can use their FoW minis to play Skirnish Action or do they need to re Base them. You can use them as is. You can also use your FoW unit organizations if you like. While Skirmish Action was intended for individually mounted minis, there is a free PDF download of the stats you need to use multiple figures on a base. These stats weight the firepower for mixed weapons fire teams, for example Garands with a BAR, in one fire team. By agreement GMs are allowed to use points and OBs from other rules so you can literally use your FoW minis right out of the box. I have a huge FoW collection and have done so many times.

Having said that I know gamers who prefer to use single mounted minis even in 15mm scale and that works as well.

I HATED having to re Base and reorganize my armies when switching rules so Skirmish Action was specifically designed so you DID NOT have too.
