What brand and what type of 28mm figures would you recommend for Armand's Legion – mounted and dismounted? Bear in mind, all my figures are Perry figures with one or two Foundry guys.

Eureka and King's Mountain have Continental Light Dragoons with separate heads. Fife and Drum have Dragoons with integral heads.
I would consider each one Perry Compatible and with excellent figures.

I know that KM have dismounted Dragoons. I'm not sure about the others.

I am going to do Pulaski's Legion with Fife and Drum. I'm going to put some cheap tiny sequins on the helmet for the star. I have the figures. I just need to get around to painting them.

I made my Armand's Legion Foot from Warlord Continental Infantry using the Washington Life Guards heads. When I get around to doing the horse element I will either use 4th Continental dragoon figures or 16th British light dragoon figures.

One difficulty with Armand's Legion is that the unit composition changed over time, and so did the uniform. When the corps was originally formed in 1777, it included the remnants of Ottendorf's corps which were sometimes referred to as American jagers. There are four different descriptions of Ottendorf's and Armand's troops from that period. At least one of Ottendorf's former companies seem to have been detached by late 1778. In 1780 when Armand's legion transferred to the south, approximately 30 former cavalrymen of Pulaski's legion joined them. Since this was shortly before Camden it is possible up to half of the horse in Armand's Legion was wearing the uniform of Pulaski's Legion. There is also correspondence indicating Armand's Legion was at that time scrambling to get additional light infantry. This suggests that some of the infantry component at Camden were wearing an outfit different than the legion uniform. IIRC Armand went to France after Camden and brought back supplies for his unit when he returned, so the unit may have been properly uniformed for Yorktown.

I'm leaning towards Perry's 4th Dragoons too. It's for Camden. I might skip the infantry since the unit was pretty small.

Bill N has it. There is a reenactor group for one of Ottendorf's companies with a website. The history page there has some stuff about which companies went on to form part of Armands Legion and which did not.
It was all quite chaotic.
Amusingly, Ottendorf himself defected to the Crown in 1776(?). The corps served in the 1777 campaigning in New Jersey, with Armand assuming command. It didn't become a Legion until later.
You can probably get away with a really attractive unit of mixed uniforms.
The company of Ottendorf's that I have painted up had blue coats with green facings but I think they were a company that weren't incorporated into the Legion.

FYI-If you want to do Armand's foot in something close to the official uniform using Perry figures, there is a set of dismounted British 16th Light Dragoons that might work.
