The Perfect Captain do a nice Spanish Fury series of rules, which includes naval.

A modified "Grand Fleet Actions on the Age of Sail"; it has a period build for the pre-Ship o' the line era, but frankly fails to distinguish its peculiarities properly. I have been tinkering with adding the (IMHO) inspired sailing rules from "Spanish Fury" or "Galleys & Galleons", but haven't made up my mind.

Galleys & Galleons was originally conceived with the late 16th century in mind (although it then broadened out to include the century either side…).

Captaincy, which I wrote, supports this period. I'm running a Battle of Albrolhos scenario at Dundracon this month (in San Ramon, California). We don't have rules for galleys yet, though, only sail.
