Does anyone have any suggestions for figures to represent these two characters in either 28mm or 32mm?

Who?

French Comic scifi characters, very cool stuff, I'd suggest looking at some of the Hasslefree or Hers Miniatuires you might find something close for them.

There's a movie coming out this year based on it-

i don't actually think there are any figures that accurately represent them. The closest might be some Infinity figs for Laureline, but I don't really know the range.

And the movie looks just as bad as the Marathon animated series.

Check out Bombshell for their sci-fi and Counterblast Lines for a start. They have plastic clear bubble helmets too.

For example.

The film looks great:

I would suggest Infinity or maybe something from the cobalt range:

I'd suggest either Zoe and Pi-Well or Carlotta Kowalsky from the Infinity Nomad range for Laureline.

Zoe is an older sculpt:

Carlotta looks ready to murderate someone:

For a more lightly armed lady, there's the Szalamandra pilot:

Now, for Valerian, you could try the Vortex Spec-Ops, Moran Maasai, or just about any of the helmeted troopers if you can find a headswap the right size. Sadly, the Wildcat models will NOT work, they're rather puny sculpts…

Vortex:

Moran Maasai:

There is a guy in the UK who will do split-boxes of Infinity models, just the model you want out of a box, though if the rest of the models in the box aren't selling well you may have trouble getting that specific model. link

The Alguacile w/ cornrows from Op Icestorm wouldn't be a bad model to use, for example. Go to the Infinity photo catalogue to see what models you can find: catalog.infinitythegame.com

And it looks like Bombshell minis sells separate helmet bubbles, too!

Thanks. I will probably go with the Infinity figures.
