Another vote for lion rampant. Mechanisms are fairly different, though, but it has great scenarios and plays nicely imho.

But does lion rampsnt have campaign rules with money, experience, recruitnent, levelling up and so on?

It's really not that difficult to make up your own rules for money, experience, recruitment and leveling up. Do you really need those rules for a set to be 'complete?'

Depends on where you want to set your campaign as well. The mini-armies of Lion Rampant are n't really valid for France/England/Scotland, but they might well be for other areas.

No rules for that in Lion Rampant, the Campaign rules link battles together, but you start out basically reset every game.

You might want to look at Chevauchee from Nordic Weasel games. You can find it on Wargames Vault, sounds like it may be what you are looking for.

Two Hour Wargames certainly had a set like that. Not sure what the current incarnation would be.
